In a study of hospital discharge data for the State of Texas, whistleblowing Catholic medical researchers collaborating with Wikileaks found that Catholic hospitals reported at least 9,684 cases of sterilizations and 39 legally induced abortions from 2000-2003. While sterilizations and abortions are legal in the United States, they are considered immoral by the Catholic Church and many Catholics.

Because the hospital systems studied are nationwide, the results are likely to be representative of current practice across the United States.

The identified hospitals and their respective healthcare systems are operated by religious orders of the Catholic Church who according to the Church's Canon Law are subject to the authority of the Church. In their activities, they must faithfully observe the mission of their founders (Can. 578) and cooperate with the local bishop. In the United States, they are expected by the local bishops to operate according to the Ethical and Religious Directives for Catholic Healthcare (2001).

The study shows that all six US Catholic hospital systems operating in Texas do not follow these directives, or, arguably, the purpose and spirit of their founders.

The researchers collected and analyzed the Texas data to inform the public of the practices of Catholic healthcare systems and to foster public accountability for the religious sisters who run these systems in the name of Christ and the Church. The data from the study is made available on this website to all who wish to further investigate the situation.

The study includes records from Catholic hospitals in Texas that present either explicit violations of Catholic directives or might represent violations. The concern of the study has been to examine solid documentary evidence of violations and to avoid confidential information, morally ambiguous procedures, or personal cases.

The data is abstracted from the hospital inpatient discharge data reported to the Texas Health Care Information Collection Center for Health Statistics. The Texas Legislature requires the Center to collect healthcare charges, utilization data including diagnosis and procedures, and outcome data for all patients for the purposes of promoting cost-effective, quality health care.

All Texas hospitals except for very small or rural ones must submit quarterly data on all inpatient discharges. Hospitals assign unique patient and physician identifiers so that records may be submitted without violating patient and physician confidentiality. The data is compiled quarterly into public use data files that may be purchased for research or analytical purposes. The cost at $4,600 per year is out of reach of most individuals and is the reason this study only covers 2000 to 2003. Results for 2004-2008 should be similar.

An Excel file, TCH.xls (Texas Catholic Hospitals), containing abstracted patient records may be downloaded and examined by those who wish to do further investigation. The researchers organized the data and simplified its presentation to make it more accessible to those individuals not familiar with hospital discharge data. They added macros to enable the data to be viewed in various ways. The opening tab of the file explains how to use the macros. There are also links to the hospital systems, religious orders who own the hospitals, and dioceses in which the hospitals or religious orders are located. The researchers are available to assist interested parties in Texas and other states to collect and analyze similar data.

An independent review of TCH.xls with a one page data summary and an assessment of its implications for the practice of Catholic healthcare in the United States and for the necessary adaptation of the Ethical and Religious Directives for Catholic Healthcare have also been posted. The review has been widely distributed to church leaders and the media. Methodology Used in Analyzing Texas Hospital Data

The TCH.xls file was created by a research group including a biostatistician and medical ethicist as a means to facilitate open access to public records containing data from Catholic hospitals in the state of Texas.

Only Catholic hospital inpatient data was extracted from the Texas Public Use Data File for inclusion in the analysis. The Catholic hospitals were identified from the 2006 state list of acute care hospitals in Texas, the hospitals listed in the Official Catholic Directory, and the websites of the identified health care systems and respective religious orders responsible for their operation. Only one acute care Catholic hospital located in Brenham is not included since it is not required to report because of its rural location.

For the identified Catholic hospitals, inpatient data was obtained for the years 2000 through 2003. The state records are coded according to the International Classification of Diseases guidelines (ICD-9-CM) published by the Centers for Disease Control and Prevention (CDC). A database of the codes obtained from the CDC's National Center for Health Statistics is included in the provided files. The researchers responsible for TCH.xls searched for all records which had codes indicating sterilizations, contraceptive procedures, legally induced abortions, and termination of pregnancy. A complete listing of all codes used in searching the records is also included in the data file.

Only those fields from the Texas Public Use Data File relevant to the research are included in the extracted file. Each patient record in the extracted file includes the year and quarter of the discharge, the hospital ID, the name of the hospital, the sex of the patient, the admitting ICD-9-CM diagnostic code, eight additional fields for diagnostic codes, the principle surgical procedure ICD-9-CM code, five additional fields for surgical and obstetrical procedures, and the unique patient record ID. Fields in the records regarding charges, physician identification, and other non-relevant information were excluded from the compilation. It should be noted that the hospital identification codes are unique identifiers assigned to the hospitals by the state. These numbers sometimes change although the hospital remains the same.

A brief note on the selected codes for the search may be helpful. The V25.2 diagnostic code specifically indicates that sterilization for contraceptive purposes is to be done through interruption of the fallopian tubes or the vas deferens. There are distinct diagnostic codes for illegal, legal, or unspecified induced abortions. Only legally induced abortions have been considered. Also, there are procedures such as dilation and curettage (D&C) which can be used either "following delivery or abortion" or "or termination of pregnancy" and are given separate codes to distinguish these very different purposes. Only the codes specifically "for termination of pregnancy" were used for the search. The user is advised to view all the diagnostic and procedural codes in a patient record to gain a clearer understanding of particular cases. A complete list of the codes and their descriptions are included in TCH.xls.

The data for each hospital is summarized on the Hospitals tab. Totals for each code are given. While some records may contain duplicate codes, the totals only count the record once. All the records included in each total number may be seen by double clicking on the total.

Dew-Catching Inverted Pyramid wins Arup Water Challenge

The device features 96sq m of dew collecting panels arranged in an inverted pyramid shape. The designers estimate each device could collect 48 litres of water a day in remote places or places with contaminated water supplies.

Arup’s drawing water challenge has been won by Joseph Cory and Eyal Malka with their idea - WatAir.

WatAir is an inverted pyramid array of panels, that collects dew from the air and turns it into fresh water, in almost any climate.

The drawing water challenge was an international competition launched by Arup in September 2006. Inspirational ideas and concepts were sought to help bring clean, safe water and sanitation to millions of people around the world.

Het waarom van de Volksgazet in 10 punten

De laatste dagen krijg ik veel vragen over het waarom van de www.volksgazet.be . Ik ga proberen om in een aantal punten uit te leggen waar ik naartoe wil en van waar ik kom:

1- We hebben de wens om van deze site een blad te creëren in de geest van het oud socialistisch dagblad Volksgazet.

2- In deze mediagekke wereld willen we een medium zijn dat aan alle democratische verenigingen een stem geeft, en de kans op een (gratis) manier ruchtbaarheid te geven aan hun activiteiten.

3- Een tegengewicht te vormen tegen de commerciële nieuwssites die dikwijls enkel uit zijn op verkoopcijfers klantenbinding en sensatie.

4- Voor mezelf een plaats reserveren om m’n mening te ventileren, de ondervinding heeft me geleerd dat je discussies beter in de pers voert dan binnenkamers, een mening via de www.volksgazet.be helpt om dingen in de samenleving te doen bewegen.

5- Op een simpele manier aan iedereen uit te leggen dat extreem stemgedrag of noem het foertgedrag niet de oplossing is voor problemen, van maatschappelijke of persoonlijke aard.

6- Ik wil via deze site op een volkse manier de mensen terug samenbrengen en leren om sociaal te zijn, niet door met een vingertje te wijzen of te zwaaien maar door hen een geweten te schoppen. Ik noem mezelf daarom ook geen socialist maar een sociaalrealist.

7- Om iedereen ook eens de andere weg te wijzen, tegen de richting in van al degenen die denken dat ze door diploma of afkomst de waarheid in pacht hebben.

8- In een democratie is het nodig dat er op een neutrale manier gepraat wordt aan de linker zijde van het politieke landschap, de Volksgazet wil daar mee voor zorgen.

9- Niet onbelangrijk, de stem zijn van de zwijgende minderheid, de kleine man en madam in de straat die niet zo makkelijk uit zijn woorden geraakt maar zich niet laat mennen door “volkse belangers” en zoeken naar een eigen verstaanbare stem .

10- En als laatste punt: gewoon omdat ik het leuk vind mijn tijd te steken in de maatschappij (en probeer om op mijn eigenzinnige manier van schrijven & denken deze maatschappij te verbeteren/veranderen), en via de Volksgazet mee wil werken aan een betere wereld!

Xubuntu is a great alternative for computers too old or slow to run Windows or OS X.

Xubuntu comes with a host of applications perfect for the classroom, including fully functional graphics editing and word processing software. For my purposes though, I have my students writing in online word processors (Google Documents and wikis, mostly) to keep things simple. I've rearranged the desktops so the only apparent option is the Firefox icon. Once on the web, they are right at home.

Met het begrip blogneurose wordt het op een dwangmatige wijze bijhouden van een eigen weblog aangeduid, hoewel het begrip ook betrekking kan hebben op het bekijken van en reageren op weblogs die door anderen worden bijgehouden.

De persoon waarop het begrip blogneurose betrekking lijkt te hebben, voelt zich gedwongen veelal dagelijks posts te plaatsen op het eigen weblog, of om met grote regelmatigheid reacties achter te laten op weblogs van anderen. Dit op zichzelf hoeft niet te betekenen dat er sprake is van een psychische of maatschappelijke problematiek, zoals het begrip 'neurose' als deel van het woord 'blogneurose' wellicht doet vermoeden. Een neurose is in de psychoanalytische theorie een ineffectieve structurele manier van omgaan met problemen.

In de psychiatrie is het begrip blogneurose in gebruik aan het raken, bij het benoemen van de specifieke psychische omstandigheden die in toenemende mate aan het licht komen, sinds het bijhouden van weblogs in de jaren 2003, 2004 in opkomst kwam. In voorkomende gevallen is er sprake van, dat het weblog de betekenis krijgt van een essentieel onderdeel van de persoonlijkheid. Op het weblog komt in veel gevallen een aspect van de persoonlijkheid naar buiten in de vorm van een alter ego. Indien er sprake van is dat een patiënt niet in staat, of in de gelegenheid is tot het dagelijkse plaatsen van posts op het weblog en daardoor in een psychische crisis raakt, of dreigt te raken, dan spreekt men in toenemende mate van een blogneurose. Daarnaast kan het ook zijn dat een patiënt door een te grote openheid op het weblog over persoonlijke aangelegenheden, in confict raakt met een ander aspect van de eigen persoonlijkheid, of met de omgeving van de patiënt, vooral in de eigen vrienden- of familiekring.

De blogneurose lijkt vooralsnog te vallen in de categorie dwanggedrag (dwangneurosen).

Het is niet duidelijk of de blogneurose zonder meer aangemerkt kan worden als verslaving, zoals de verslaving aan gokken, chatten via internet, of gameverslaving, als voorbeelden van verslaving aan gewoonten.

CIA-commissie EU haalt uit naar België

In het eindrapport van de Europese CIA-onderzoekscommissie wordt België aangeklaagd omdat het onvoldoende meewerkt.

De commissie moest in kaart brengen welke geheime CIA-vluchten met terreurverdachten over Europees grondgebied zijn uitgevoerd. De commissie wilde ook meer te weten komen over de geheime gevangenenkampen in Europa.

Na een jaar werk en 130 ondervragingen zijn zeker 1.000 vluchten aangestipt als verdacht.

Het ging om geheime vluchten in opdracht van de Amerikaanse inlichtingendienst CIA. Daarbij werden terreurverdachten vanuit de VS overgevlogen naar geheime gevangenissen in andere landen, waar onorthodoxe ondervragingstechnieken zoals foltering werden toegepast.

Als het Europees Parlement het verslag van de commissie goedkeurt, komen er mogelijk stafmaatregelen. Vooral Polen, Roemenië en Portugal liggen onder vuur.

Over het vormen van een districts-minderheidscollege van SP.a/Spirit-CD&V/NVA-VLD in Hoboken beslisten onze leden op een algemene ledenvergadering in Hoboken gisterenavond :

1. hun grote onvrede uit te drukken over de onfrisse achterkamerpolitiek. Dat om volgende redenen:

er wordt in achterkamertjes van 't Stad beslist over de toekomst van Hoboken
er wordt geen enkele informatie gegeven; de PVDA+ moet de gegevens in de pers gaan zoeken
er wordt geen rekening gehouden met de stem uit Hoboken. De meerderheid van de bevolking is voor een meerderheidsbestuur. Op één na hebben álle wijkverantwoordelijken (van de wijkcomité's) in Hoboken zich uitgesproken voor een meerderheidsbestuur. Drie uittredende schepenen van de districtsraad (van CD&V, VLD en Groen!) hebben gepleit voor een meerderheidsbestuur. Een petitie van deze drie uittredende schepenen werd
door talrijke opiniemakers, democraten en progressieven uit Hoboken en Antwerpen ondertekend
het blijkt dat men het politiek verstand heeft van een muis: men denkt precies zes dagen verder, in plaats van zes jaar verder te denken. Het gaat niet alleen over de vraag hoe het VB nu vrijdag tegen te houden. Het gaat er vooral om hoe extreem-rechts de komende zes jaar tegen te houden. De antipolitiek en de achterkamerpolitiek die gevoerd is zijn erg slechte voortekens voor 2012, en zijn in tegenstelling tot wat voor kort 'goed bestuur' heette
het blijkt dat men de linkse PVDA+ voor de tweede keer op drie maanden nodig heeft om het VB af te stoppen: een eerste keer om uiterst-rechts van de absolute meerderheid te houden op 8 oktober (wat lukte), en nu een tweede keer om extreem-rechts van een college-meerderheid te houden bij de installatie van de districtsraad. Ondanks dat feit wordt zelfs de elementaire democratische beleefdheid om met ons een gesprek over die steun aan te gaan, niet nageleefd
het blijkt dat men de communistische PVDA+ nodig heeft voor de inhoudelijke klemtonen voor een sociaal en democratisch Hoboken. Het memorandum dat bij de beleidsnota wordt voorgesteld bevat de 13 punten die door de volksbevraging van de PVDA+ op de agenda worden gezet. Toch wordt vanuit het Stadhuis besloten niet met de PVDA+ te praten

2. tot aan de installatie van de districtsraad vrijdag geen verder standpunt over het optreden van de PVDA+ in de openbaarheid te brengen. Dat om volgende redenen:

om een duidelijk signaal te geven tegen de ondemocratische gang van zaken
om zoveel mogelijk mensen uit te nodigen voor de districtsraad van vrijdagavond
omdat communicatie van twee kanten moet komen. Het is onmogelijk te communiceren als men vanuit de kant van het Schoon Verdiep weigert te praten
omdat communicatie op basis van informatie verloopt. Gezien vanuit het Stasbestuur geen enkele informatie of mededeling over het verloop van de minderheids-gesprekken zijn geweest, wil de PVDA+ zelf de tijd nemen om alle gegevens nuchter te verzamelen
om in alle serentiteit iedereen met gezond verstand in Hoboken te kunnen contacteren

Na de verkiezingen heeft Patrick Janssens beloofd dat de stad meer aandacht zal hebben voor de noden van de districten.
Is die er ook?

Dat men een voorbeeld neemt aan Zwijndrecht. Burgemeester Willy Minnebo heeft daar allerlei kleine belastingen voor de burgers afgeschaft. In de plaats daarvan heft hij belastingen op de bedrijven in zijn gemeente. Hij haalt het geld waar het zit. Waarom doet meneer Janssens dat niet in Antwerpen? Misschien omdat hij eigenlijk een liberaal is, maar nu een rode sjaal draagt ?

Zonder Hoboken te kennen besloten de drie V's van 't Stad (Voorhamme, Van Peel en Van Campenhout) uittredend burgemeester Van Muylem, die de meeste voorkeurstemmen behaalde van alle democratische partijen, opzij te schuiven en een nieuwe kandidaat burgemeester naar voor te schuiven. En wij die dachten dat bij verkiezingen de inwoners het voor het zeggen hadden...

't Stad is van iedereen. Maar van sommigen blijkbaar iets meer dan van anderen. Voorhamme, Van Peel en Van Campenhout willen blijkbaar enkel van een Hobokens districtscollege weten dat volledig naar de pijpen van het stadsbestuur danst. Dat is de werkelijke inzet van hun blijvend verzet tegen de opname van de PVDA+ in het college.

Dat Van Peel en Van Campenhout nu in Tokio zitten te bedisselen wie er Hoboken moet besturen, dat is toch ongelooflijk!

Voor de eerste echte Antwerpse gemeenteraadszitting van vorige week manifesteerden een tweehonderd moslimvrouwen op de Groenplaats tégen het geplande verbod voor stedelijke ambtenaren om met een hoofddoekje aan een loket te werken.

De moslimvrouwen beschouwen het ingevoerde hoofddoekverbod als discriminerend en een aanval op hun recht op arbeid. De actie was geslaagd en werd in de media ruim besproken. Maar alle “democratische partijen” lapten het protest aan hun laars en keurden het bestuursakkoord, mét hoofddoekverbod, goed.

Waarover de media echter zedig zwegen, was de beschamende vertoning aan de ingang van het stadhuis, toen een vijftigtal vrouwen de wettelijk verplicht openbare gemeenteraadszitting wilden bijwonen. Op bevel van burgemeester Patrick Janssens versperde de politie de toegang. De vrouwen,mét hoofddoekje en geen loketbedienden, werden op aansporen van “Patrick voor de vrienden” als oproerkraaiers behandeld. In zijn goedheid wou de SP.a-burgemeester een delegatie van vijf vrouwen toelaten tot de voor de rest lege publieke tribune. Janssens overtrad hier de wet en kon zijn op racisme gebaseerde angst voor deze “vreemde” vrouwen niet verbergen. Na een kwartier duwen en trekken mocht iedereen binnen, nadat een ambtenaar op paternalistische toon had verwittigd “geen oproer” te veroorzaken. En nadien konden de geëmancipeerde moslimvrouwen met eigen ogen het bizarre schouwspel van de Antwerpse democratie aanschouwen…

En, o ja, nog dit. Raadslid Hugo Coveliers – een machtig pleiter! – ex-VLD en nu samen met Vlott bij het VB, liet weten een klacht in te dienen tegen de vrouwen, omdat hun pamflet… geen verantwoordelijk uitgever bevatte. Om even het voetbal aan te halen: Janssens geeft de pass, Coveliers denkt te scoren, Dewinter juicht… Merkwaardig ploegspel in de “Metropool”…

Divers & Actief en Kif Kif nemen de plotse knieval van alle regeringspartijen – ‘toevallig’ na de dagvaarding van premier Verhofstadt en minister Dupont wegens het niet invoeren van de praktijktests - niet en zullen op zelfstandige basis een aantal vrijwilligers opleiden om zelf praktijktests uit te voeren. De resultaten van de praktijktesten zullen in de loop van volgende week op de site van Kif Kif (www.kifkif.be) aan het publiek kenbaar gemaakt worden.

We doen eveneens een oproep aan iedere burger die slachtoffer is van discriminatie of racisme om dit aan ons te melden zodat wij dit enerzijds kunnen verzamelen en anderzijds een praktijktest kunnen uitvoeren om de discriminatie effectief vast te stellen en publiekelijk kenbaar te maken.

Divers & Actief en Kif Kif willen op die manier de regeringspartijen en het parlement aanzetten tot een diepgaande reflectie. Het kan immers niet dat de regering een aantal basisprincipes van de rechtsstaat flagrant met de voeten treedt. Het is onaanvaardbaar dat regeringsleden het parlement en de bevolking openlijk voorliegen. Het verontrust beide organisaties dat de uitvoerende macht naar eigen goeddunken het wetgevend werk van het parlement afkeurt en een wetsontwerp op eigen maat in de plaats stelt. Dergelijke knutselpraktijken zijn een democratie onwaardig!

In Antwerpen mogen mensen die aan de stadsloketten werken voortaan géén uiterlijke tekenen van geloof of ideologie meer dragen. Op Radio 1 legde het Minderhedenforum uit waarom onze mensen het feitelijke hoofddoekverbod onbegrijpelijk en disriminerend vinden.

Maandag 15 januari 2007 keurde de Antwerpse gemeenteraad een nieuw bestuursakkoord goed. Aan stadsloketten mogen ambtenaren voortaan géén uiterlijke tekenen van geloof of ideologie meer dragen. De maatregel is erg controversieel omdat ze moslimvrouwen die de hoofddoek dragen verhindert om in een loketfunctie te werken. Zo'n 150 manifestanten protesteerden tegen wat ze zien als het zoveelste bewijs van uitsluiting van de hoofddoek - op de arbeidsmarkt, maar ook in het onderwijs. We verwijzen naar de invoering van een hofddoekverbod in verschillende scholen.

Zowel in het onderwijs als op de arbeidsmarkt worden de restrictieve maatregelen verantwoord met het argument van de levensbeschouwelijke neutraliteit: uiterlijke tekenen van geloof horen niet thuis in de openbare sfeer. In de allochtone gemeenschappen hechten weinig mensen geloof aan dat argument. Onze mensen voelen zich geviseerd door de 'neutrale' maatregel in Antwerpen.

Ook het Minderhedenforum vindt dat het argument geen steek houdt. Instellingen kunnen en moeten levensbeschouwelijk neutraal zijn, mensen kunnen nooit neutraal zijn. Ze dragen altijd politieke, levensbeschouwelijke en andere overtuigingen in zich, de ene persoon en de ene overtuiging al zichtbaarder dan de andere. Zolang ze daar geen punt van maken is er geen probleem.

Het is tijd dat we de theoretische discussies achter ons laten. De overheid moet in de eerste plaats de concrete gevolgen van het steeds vaker opduikende hoofddoekverbod inschatten.

De maatregel in Antwerpen werkt contraproductief voor de ontplooiingskansen van moslimvrouwen of -meisjes en is nefast voor het respectvol samenleven met de islamitische minderheid in Vlaanderen.

Iedereen is het erover eens dat moslimvrouwen alle kansen moeten krijgen om aan hun benarde positie op de arbeidsmarkt te ontsnappen en dat moslims sinds 11 september 2001 aangeschoten wild zijn. In die context mist de Stad Antwerpen een dubbele kans: om vrouwen met een hoofddoek aan het werk te krijgen en om aan alle Antwerpenaars het signaal te geven dat ze gewoon een onderdeel zijn van deze samenleving.

Blijkbaar heeft de overheid niet de moed om de bevolking aan te zetten om met culturele of religieuze verschillen om te gaan. Wie vrouwen met een hoofddoek beschouwt als een marginaliseerbare groep krijgt vandaag van de Stad Antwerpen het signaal dat daar een goede reden voor is.

Protest tegen hoofddoekverbod in Antwerpen

In Antwerpen hebben maandagavond zo’n 170 personen deelgenomen aan een protestactie om te protesteren tegen de plannen van de stad Antwerpen om een hoofddoekverbod in te voeren voor loketpersoneel. De stad wil op die manier neutraal overkomen bij de bevolking.

Volgens de actievoerders moet de neutraliteit gewaarborgd zijn op het niveau van de dienstverlening én niet op het niveau van het uiterlijk.
Zij stellen ook dat het verbod op het dragen van een hoofddoek in een openbare functie het recht op arbeid van moslimvrouwen beknot.

Zij voerden ook aan dat het dragen van een hoofdoek enkel een uiting is van iemands geloof en helemaal niets te maken heeft met fundamentalisme. De actievoerders eisten dat de stad haar plannen om het hoofddoekverbod in te voeren terug opbergt.

DEN HAAG - De Marokkaanse Rabia Bouchtaoui (29) volgt het vertrekkende raadslid Raoef Nizamoeddin op in de Haagse gemeenteraad.

Dat is woensdagavond beklonken in een vergadering van het partijbestuur en Bouchtaoui, die nummer 3 stond op de kandidatenlijst van Solidair Nederland.

De trajectbegeleidster voor arbeidsongeschikten wacht ’de zware taak om het gat dat Nizamoeddin heeft achtergelaten op een positieve wijze in te vullen’, laat partijvoorzitter Ewald Badloe weten, die maandag zelf de ontslagbrief van Nizamoeddin namens hem naar de burgemeester en de griffie heeft gestuurd, omdat het ex-raadslid daar zelf ’geen zin’ in zou hebben gehad. Bouchtaoui woont sinds acht jaar in Den Haag, groeide op in Rotterdam en werd geboren in het Marokkaanse Nador.

Ze wordt het eerste Haagse raadslid met een hoofddoek; ze is praktiserend moslima. Ze zegt zich ’de komende drie jaar volledig te willen inzetten voor de partij en om het verleden te doen vergeten’. Ze heeft geen politieke ervaring.

Tja waarom ook niet, als die mevrouw zich bij een hoofddoek gemakkelijk voelt? En dat ze geen politieke ervaring heeft nou dat hadden de meeste niet toen ze in de politiek stapten, Tussenpauze wenst mevrouw Bouchtaoui veel succes.

Ketting tegen Antwerps hoofddoekverbod

Zowat 150 mensen hebben maandagavond een ketting gevormd rond de Antwerpse Groenplaats. Ze wilden daarmee protesteren tegen het hoofddoekverbod dat het nieuwe stadsbestuur wil invoeren voor het stedelijk loketpersoneel.

De stad wil op die manier neutraal overkomen bij de bevolking.

De actie ging uit van het Platform Allochtone Vrouwen (PAV), het Vrouwen Overleg Komitee (VOK) en nog enkele andere organisaties. Zij zijn teleurgesteld, maar vooral ook diep verontwaardigd over deze nieuwe politiek. "De neutraliteit moet gewaarborgd zijn op het niveau van de dienstverlening, niet op het niveau van het uiterlijk", klonk het bij verschillende deelnemers.

"Wij hadden verwacht dat het nieuw verkozen bestuur - dat er mede dankzij de stemmen van de allochtone kiezers gekomen is - een beleid zou voeren dat alle burgers van de stad ten goede zou komen. Het aspect van de betrokkenheid en de controle door de arbeiders zal van cruciaal belang zijn naast het effectief overgaan tot het vestigen van een systeem van arbeidersdemocratie. Er moeten historische lessen getrokken worden uit de Allende-regering in Chili die in 1973 werd omvergeworpen door een militaire staatsgreep onder leiding van Pinochet. Vlak na zijn eedaflegging trok Chavez naar Nicaragua om de eedaflegging van Daniel Ortega mee te maken. De Sandinisten gingen destijds slechts over tot de nationalisatie van zowat 25% van de industriële capaciteit. Het zorgde ervoor dat de kapitalisten nog steeds de controle behielden en de deur open zetten voor een contrarevolutie.

Er zal volledig moeten gebroken worden met het kapitalisme en de aanzet moet worden gegeven voor een socialistische federatie van in eerste instantie Venezuela, Cuba en Bolivia. Dat zou het begin vormen van de opbouw van een socialistisch alternatief in Latijns-Amerika en nadien ook elders.

Soms krijgen strijdbare socialisten gelijk vanuit de meest vreemde hoeken.

Gisteren was het de beurt aan de Gazet van Antwerpen én... het Vlaams Belang om Jef Sleeckx gelijk te geven.

Naar aanleiding van de vorming van het nieuwe Antwerpse stadsbestuur werd kritiek gegeven op de centralisatie van alle macht in de SP.a en het stadsbestuur in handen van slechts enkele figuren rond Patrick Janssens.

Na de gemeenteraadsverkiezingen en bij de vorming van een nieuw Antwerps stadsbestuur was het duidelijk dat Patrick Janssens de touwtjes stevig naar zich toe trok. Slechts enkelen werden daar mee in betrokken, onder andere Monica De Coninck die naast OCMW-voorztter ook parlementslid is en schepen in Antwerpen. Janssens zelf is ook tegelijk parlementslid en burgemeester met een hoop lokale bevoegdheden. Zowel de Gazet van Antwerpen als het VB vinden dat toch wat veel voor twee mensen.

“Of zoals de oude ‘hardcore’ socialist Jef Sleeckx het stelt: hoe kan je als socialist met drie dik betaalde jobs aan een werkloze uitleggen waarom hij geen baan heeft?”, zo luidde het in de Gazet van Antwerpen in een editoriaal commentaar. Het VB haalde dat aan op haar website. De partij voegde er nog aan toe: "Raak én pijnlijk."

Misschien nog even vermelden: Filip Dewinter is Vlaams parlementslid, gemeenteraadslid in Antwerpen en de officieuze partijleider van het VB. Drie jobs die samen zorgen voor een dik loon.... Frank Vanhecke doet het even goed: voorzitter van het VB, Europees parlementslid én Brugs gemeenteraadslid. De opmerking van Sleeckx was ook voor de leiding van het VB "raak én pijnlijk".

Brooks stresses the need for parents, educators and caregivers to educate young people to be discerning in their pop culture consumption, and for adults to educate themselves about what young people are consuming.
If cultural pedagogy is used to empower young people to 'read' images of themselves, and to provide them with tools to decrypt these images, young people will be able to be more discriminatory and discerning about what they view and how they view it.

Naar aanleiding van de bespreking en de stemming van het bestuursakkoord van de nieuwe bestuursploeg van Antwerpen op maandag 15 januari organiseren wij vrouwen, allochtoon en autochtoon, een protestactie tegen een hoofddoekverbod in de openbare dienst.

Het stadsbestuur wil het dragen van “uiterlijke symbolen van levensbeschouwelijke, religieuze, politieke of andere overtuiging” verbieden voor stadspersoneel dat “rechtstreeks klantencontact” heeft. In de praktijk heeft dat voor moslimvrouwen die een hoofddoek dragen ernstige gevolgen: niet alleen uitsluiting van de arbeidsmarkt maar ook een beperking van hun rol als burgers in de samenleving. Dit staat in schril contrast met onze doelstellingen, als allochtone en autochtone vrouwenorganisaties, namelijk emancipatie, keuze- en godsdienstvrijheid voor alle vrouwen.

Vrouwen, allochtoon en autochtoon, vorm mee een vrouwenketting van solidariteit rond de Groenplaats!

Its landscape of steep-sided hills and deep, round valleys eroded from the limestone bedrock is an outstanding example of karst topography.

The wet limestone forest of Cockpit Country is Jamaica’s largest remaining primary forest and a refuge for rare Jamaican animals such as the Black-billed parrot and the Giant Swallow-tail butterfly, and more than 60 endemic plants.

While the Land of Look Behind is famous in Jamaican history, each scientific expedition reveals more natural wonders of this ‘biodiversity hotspot’ and secrets of its Taino and Maroon heritage.

A renewed interest in prospecting for bauxite and limestone in the Cockpit Country has sparked a campaign led by a wide cross-section of local and overseas Jamaicans – the Cockpit Country Stakeholders’ Group – to protect this unique area.

Mining in Cockpit Country would destroy the natural, cultural and archaeological resources of Cockpit Country that are virtually untapped as a source of sustainable livelihoods, especially eco- and heritage tourism, for many rural communities of Jamaica.

This is a war of the USA against all the peoples of the Horn of Africa

The US policy in the region is leading to a long-term instability of the whole area and to genocide. One can be sure that the peoples of the region will unite in a broad anti-imperialist front and realize finally brotherly relations between all nationalities living there.

To understand what is happening in the Horn of Africa, the nature of the TPLF-regime of Zenawi Meles in Ethiopia that sent its troops into Somalia last month must first be explained.

The Tigray People’s Liberation Front (TPLF) was created in 1975. In its first manifesto it said its main objective was to create the Independent republic of Tigray. This is a narrow nationalist and racist approach that makes language the first factor to unite or divide people. There was opposition to this narrow vision within the TPLF itself as well as within the other organisations and fronts that fought against the Mengistu regime, the dictatorship of that time.

The mainstream idea was that Tigray was part of Ethiopia and there was no reason to claim independence for Tigray. The main objective for the liberation struggle in Ethiopia was to create a new Ethiopia based on equality of nationalities and brotherly relations with all neighboring countries. After 50 years of war this very rich region inhabited by poor people desired a new start and the beginning of a developing economy.

Zenawi Meles is a great demagogue and a liar. He uses Marxism-Leninism today and tomorrow he will use Buddhism. The day after he will read a few books and be the champion of Hinduism against Buddhism. He hid his narrow Tigray-nationalist agenda of TPLF and created the Marxist Leninist League of Tigray to gain control of the TPLF and eliminate all opposition against his narrow racist ideology within it.

In the eighties when the struggle against the Mengistu dictatorship became stronger he also created the EPRDFF which was a larger front of different organisations representing different nationalities living in Ethiopia, under the leadership of the TPLF. Meles pretended to unite Ethiopian nationalities in the struggle for the liberation of Ethiopia, but all the time its real objective was the creation of a greater Tigray, that controls the other nationalities and regions in Ethiopia.
Once the Mengistu-regime fell, a transitional government was formed. The EPLF (Eritrean People Liberation Front) from te neighboring country Eritrea that was occupied by Ethiopia, convinced all the other organisations who were members of this government that it was better to give military control of the country to the army of TPLF. When Zenawi saw that in the regional elections of 1992 the Omore liberation front won they began eliminating its members from the government and the OLF left the government. Instead of following a policy of integration of the different nationalities, Zenawi followed a policy of “divide and rule” against all the other nationalities in Ethiopia.

Today Zenawi’s unbelievably narrow and reactionary dream of “a greater Tigray” has become reality. The population of Tigray is only 6% of the Ethiopian population (76 million) and Tigray is a poor region, situated at 800 km from the capital Addis Ababa. But it is Tigrzay-people who control 99% of public services and 98% of trade.

All opposition and protest is brutally repressed and the rule of the TPLF/EPRDF is maintained by narrow racist nationalist policies that divide the different Ethiopian nationalities.

In reality this is a very dangerous situation first of all for the Tigray people itself. I know many people from Tigray who have lived their whole lives in Addis Ababa and who flee the country, because they fell themselves more and more hated each day by their neighbors of whom the overwhelming majority are non Tigrway.

At the same time the regime is very weak and depends completely on the support of the USA.

The May 2005 elections were a big defeat for the EPRDF. The official results published a month after the elections put the EPRDF in a minority position of 45%. The EU observers confirmed the defeat of the EPRDF. However the official election committee did an “investigation” and finally gave 60% to the EPRDF. The leaders of the main opposition parties were put in jail and many people were killed.

In the past year, the opposition inside Ethiopia has become more radical. In August 2006, a group of high-ranking officers led by General Kamal Galchuu joined the Oromo Liberation Front. In the Orome area a real intifadah started up and a few months ago, the OLF launched an appeal to all opposition groups to join the united front ADF (Alliance for Democracy and Freedom).

The USA is pleased with the situation because this way it has a puppet that completely depends on its financial, political and military support. The Ethiopian state is becoming more and more a CIA-led state that is very isolated.

The conflict with Eritrea

In fact the military capacity of the EPRDF in the eighties was relatively weak. It was its close relationship with the Eritrean People’s Liberation Front (EPLF) that was militarily strong that made victory over the dictator Mengisthu in 1991 possible. It was the troops of the EPLF that liberated the Ethiopian capital Addis Ababa. But the EPLF was a liberation movement of a neighboring country, Eritrea, that had been occupied by Ethiopia since 1952 and was annexed in 1962. And the objective of the EPRF was to liberate Eritrea from the Ethiopian occupation. So it formed a close alliance with the EPRDF/TPLF to topple the Ethiopian government. Once this was done, the EPLF took over the administration of Eritrea and organized in Eritrea a referendum in 1993 where more then 98% of Eritreans voted for independence. While in Ethiopia a transitional government was formed led by EPRDF/TPLF.

The EPLF held on to its ideals of a liberation movement that wanted to develop its country for the interest of its people. So it followed a policy based upon self-reliance, mobilising the population, installing national structures, refusing outside interference via Western NGOs and controlling foreign trade. The EPLF also followed a policy based on national integration and cohabitation of the 9 Eritrean nationalities and the two religions (Christian and Muslim).
This was just the opposite of the policy Zenawi followed in Ethiopia that was based on privatisation, foreign donors and the policy of International institutions such as the IMF and the WB.

Confronted with this difference, Eritrea decided in 1997 to stop using the Ethiopian pound and chose to have its own currency, the Nakfa.

From then on, there were many provocative acts and killings of Eritrean officers and soldiers at the border that triggered off a war, which lasted from 1998 to 2000.
It was a catastrophic war; on the Ethiopian side 135.000 soldiers died. In fact the Ethiopians lost the war and were forced to accept the Algiers agreement in 2000.

The agreement included three phases:

A commission of the International Court in The Hague would decide on the territorial dispute and the exact location of the border.
Another commission of the International Court would decide on the claims of the two parties for confiscation or damage to property of citizens thate were confiscated by the other side.
Finally a commission of the African Union would decide on the question which country started the war and should have the responsibility to compensate for the immense damage that was caused by the war.

The two first commissions have already concluded in favor of the Eritrean position and claims. It is almost certain that the third commission will condemn Ethiopia, because the Ethiopian government accused Eritrea of starting the war by an air-attack against the city of Adi-Grat and occupying the village Badima. This story of Eritrean jets bombing this city was a lie; once the commission examines this story, the truth will be crystal clear. What is more: the first commission already decided that Badima was Eritrean territory.

So there is a sword of Damocles hanging above the government of Zenawi Meles. Until now the African Union, under pressure from the USA, postponed the foundation of the third commission. But sooner or later, this third commission will be formed.

The very risky war against Somalia

The extremely fragile position of the Meles-regime can explain its offensive to attack Somalia last December. Indeed, by attacking Somalia under pretext of attacking “the allies and even members of Al Qaeda” Zenawi wants to position himself as a friend of the U.S. and Bush's strong man in the Horn of Africa in the US global war against Islamic terror. But this is a very risky operation.

First of all, Ethiopia and Somalia have had a long history of animosity and wars. For the Somalis the Ethiopian invasion is an aggression of an archenemy. It could be compared to a military intervention by Germany in Belgium or France. Somalis are one people, have one language and one religion. The only factor that is dividing them is the clans. Confronted with a foreign occupation force, however, they can unite and deal heavy blows. It was the Americans themselves who experienced this in 1993. At that moment they had sent 30.000 marines to the country in a military operation called “Restore Hope”. But soon they had to withdraw because of their losses and the fact that the dead corpses of American soldiers were dragged through the streets in front of the cameras.

Second, the Somali people are tired of the chaos and destruction of 16 years of a warlord regime. However it is just the same warlords who have been protected and brought to power again in Mogadishu by the Ethiopian army. The warlords were hated before by all Somalis for their corruption. Now they will be despised as traitors and stooges for the number one enemy of the Somali people, Ethiopia.

Third, The overwhelming majority of Somalis saw the Islamic Courts as a stabilizing factor. This support of the Islamic Courts was not a support for international terrorists. Most jihadists do not speak Somali and few speak Arabic. They stand out too much with their different eating habits and clothing. When the population helped the Islamic Courts to defeat the warlords in a few weeks time and then to liberate practically the whole country in six months, it was because they were tired of the anarchy, the pillage of the warlords. You must know that since 1991, 3 million Somalis have left the country and the Somali diaspora are often modern secular people who try to help their country in spite of the warlords’ corruption. And they are very ingenious at doing that. For example, in spite of all the chaos, Somalia is one of the only African countries where every village has good telephone communication facilities. There is an informal banking system (1 billion $ a year). There are five private airways and so on. A large number of Diaspora Somalis were willing to return to Somalia, and rebuild the country, once peace and security were ensured. When Somali businessmen went to the American embassy in Nairobi to invite them to come to Somalia and see for themselves that there were no Al Qaeda members in the Islamic Courts, the Americans refused. They will never forget nor forgive the USA and their puppet Ethiopia for bringing Somalia back to the reign of terror and chaos of the warlords. And in their eyes it is crystal clear that the talk about Al Qaeda’s presence in Somalia is nothing else then the excuse, the lie that must justify the war. Just like the lies about the weapons of mass destruction of Saddam used to justify the aggression against Irak.

Fourth, all Somalis are aware of the fact that in the sixteen years of anarchic rule by the warlords, there was never any initiative of the “International Community” to intervene in Somalia. However, just when the Islamic courts brought order and stability, they saw in November last year the UN Security council under the instigation of the USA vote the resolution 1752 that opened the door for the Ethiopian intervention that brought back the terror and anarchy they had just chased away. So the only way the common Somali can see this invasion is that of an aggression against the Somali people and nation.

Fifth, The invading soldiers of Zenawi in Somalia are largely from his Tigray Christian tribe. These soldiers do not speak the Somali language; once deep inside Somalia, they will be exposed to attacks by the locals. But also in Ethiopia itself, Zenawi needs these men back as soon as possible because he needs them to confront the growing revolt in his own country. It is true; the Americans are negotiating with Uganda and Nigeria to deliver 8000 troops to replace the Ethiopian army. But who will pay for this operation and will these poor governments take the risk of being sucked into the swamp of a guerilla war? Certainly the different neighboring countries such as Kenya and Uganda take high risks because there are many Somali refugees living in Kenya who will not forget nor forgive a Kenyan engagement on the side of Ethiopia.. The Ugandan economy largely depends on the Kenyan harbor of Mombassa, but near this harbor there is a city Lamui where Somalis are in the majority… So it may well be that Zenawi’s troops will be forced to stay too long in Somalia and that they will be sucked into a swamp that will be fatal for the TPLF/regime.

What is the role of the Americans in this war?

The Zenawi regime is a rogue force used in the hands of American imperialism in the region. Since Antony Lake, Clinton’s national security advisor, indicated Ethiopia as one of the four countries (the others were Nigeria, South Africa and Egypt) that are decisive for the defense of American interests in Africa, the government of Zenawi has had all the support it needed.

The Ethiopian army is at present being reformed as a local mercenary force in the service of the Americans that can be used against any country in the region. On one of the American army’s websites, Stars and Stripes (http://www.estripes.com/), one could read on 30 December the testimony of one of the sixty American instructors who are training Ethiopian soldiers. Sgt. 1st Class Bill Flippo is an instructor based at Camp Hurso near in the city of Dire Dawa, Ethiopia. He says; “I feel that what I’m doing now is really helping to fight the war on terror,” Flippo said. “The knowledge we are giving to these soldiers is what they will use if they go and fight in Somalia, Eritrea or wherever.”

Many observers note that the invasion of Somalia by Ethiopia was not only encouraged, and protected by the USA, but even paid by USA-money. And after the first successes, American military participated directly with the Ethiopian army in the hunt for leaders of the Islamic courts.

What are the American interests in the region?

There is the presence of oil and gas reserves. Since 1986, four big oil transnational corporations received permission for the first time from the Somalian president Siad Barre to search for oil. And they found important reserves.
But most of all : Somalia has a very strategic location. It has a coast of 3300km. This is the largest coastline in Africa. One part of this coastline is just in front of the most important region in the world for the moment, the Middle East.
Another part of the coastline faces the Indian Ocean. You must know that before the arrival of the Portuguese in the 16th century, there was considerable traffic between India and Africa that passed by harbors on this coast. 10% of the words of the Somali language are words of Indian origin.

The Emir of the Indian State of Kudjrad had bodyguards that came from the Horn of Africa. In the Somali harbors there were also Somali who spoke Chinese. They were called “Abanas”. They were translators between the Chinese and businessmen from the African hinterland.

This century the historical wheel is turning again towards the emerging countries of China and India. Chalmers Johnson, author and president of the Japan Policy Research Institute, cites Javed Burki, a former vice-president of the World Bank’s China Department who predicts that by 2025 China will probably have a GDP of $25 trillion in terms of purchasing power parity and will have become the world’s largest economy followed by the US at $ 20 trillion. This year we also saw important efforts from China to increase its trade with Africa. China urgently needs oil and other minerals for its rapidly developing economy. And Africa can respond to that need. So the Horn of Africa has become a very strategic place for the next twenty years.

Since the Bush-government cannot control the whole world, they prefer a policy of deliberately destabilizing the whole region for many years, rather than letting it become a wealthy region that can play a key-role in the increasing trade relations between Africa and the new emerging economies of Asia.

There are Somalis living in different neighboring countries such as Ethiopia, Kenya, Djibouti. Somali nationalism has ignited and this war will extend into places like Ethiopia, Djibouti and Kenya, known until now mostly as a safari destination for Western tourists.

The peoples of the region are becoming mature. They see what is happening and their first reaction is that of horror. If the Bush agenda of destabilizing and genocide continues, anti-imperialist feelings will increase and people will unite to defend their homes and countries.

Since 2000 he has collaborated with the bilingual publication Etudes Marxistes / Marxistische studies, where he has published articles such as Nation and nationalism (in nr 49), Saudi Arabia and Wahabism and The Muslim Brothers in Egypt (in nr 61).
In 2003 he wrote a book L’Irak face à l’Occupation (Iraq eye to eye with the occupation) with David Pestieau on the war in Iraq that has been published in French, Dutch, Spanish, Italian, German and Turkish.

De Gouden Neus is een prijs die word uitgereikt door de stuurgroep van Sint Andries.

Jaarlijks worden bewoners, organisaties of politici die zich verdienstelijk hebben gemaakt voor het Sint Andries in de Neus gezet met een Gouden Neus..

Een jury wordt door de stuurgroep aangesteld die onafhankelijk en in het grootste geheim vergaderen

“De Neus” een hoofdkarakter in de traditie van de Poesjenellen, die vooral in het Sint Andries een stevig traditie heeft staat gekend voor zijn flapuit en gouden eerlijkheid in het uiten van zijn ideeën.

Niet voor niets is deze figuur zo populair bij de Sint Andriesenaar want hebben we niet allemaal het karakter van De Neus? Vrij en vrank!.

Dit jaar word de Gouden Neus uitgereikt op 27 januari in de grote zaal van het coSTA Sint Andriesplaats Ook dit jaar wordt er weer heel wat volk verwacht. We starten om 19 u met een groots buffet. Inschrijven kan tot 24 januari. Wegens groot succes gelieve tijdig kaarten te kopen prijs 8 euro kosten voor het buffet.( Kaarten verkrijgbaar coSTA Sint Andries plaats of kranten winkel Nieuwspoort, Sleutelstraat 4, Geen reservaties). Vanaf 20.30 u is iedereen welkom en zijn er de plechtige uitreikingen van de Gouden Neuzen door Stuurgroep voorzitter Nico Volckeryck, gevolgd door de wereld beroemde “zoete receptie” en optredens. Deze wordt U aangeboden door de Stuurgroep Sint Andries.

Pierre van de Bergh van “Sint Andries kwartier herleeft” zal een korte inleiding geven over de Poesjenellen van het Sint Andries en die bieden ons een tentoonstelling aan over de enige Echte Neus van Sint Andries en zijn Poesjenellen…

A 19-year-old girl sentenced to death by hanging in Iran last year is to be retried on Wednesday after a Canadian singer launched an international campaign to save her.

Nazanin Fatehi was sentenced to death a year ago, on 3 January 2006, after admitting having stabbed to death one of three men who tried to rape her and a 16-year-old relative. She was 17 at the time.

The pop singer and former Miss Canada Nazanin Afshin-Jam learnt of her case and has since become the figurehead of the campaign to have her freed. "The injustice of the story horrified me," said Ms Afshin-Jam, the runner-up to the 2003 Miss World title who left Iran when she was two. "I couldn't believe that a victim of attempted rape was being charged as a criminal."

als je niet "iemand" meer mag wezen?
Weet U eigenlijk hoe dat voelt:
elke dag in bevend vrezen
op de tram te zitten,
door de straat te gaan,
zonder geld te leven
ver van huis vandaan?
Ik zou het U wel willen zeggen, mijn
verhalen wil ik kwijt, als U Uw oor te
luister zou leggen, maar U hoort niets,
tot mijn spijt!

U wilt niet horen hoe ik vluchtte, uit
een ver en arm land. U hebt geen

Água de Beber Project

The Água de Beber Project is responsible for acquiring resources to be invested in social work projects with the focus on young kids and adolescents that live in dangerous and poverty conditions. The resources acquired are also used in cultural projects that include research of the Afro Brazilian Culture and the creation of plays, shows, afro dance lessons, percussion workshops, instruments workshops, music and capoeira.

One of the major areas of the project is the community of the Riacho Doce, located at 20 km of Fortaleza. The community of Riacho Doce has a large number of families living in a precarious situation, and suffering from an amount of different problems like a high number of unemployment, untreated illnesses, and dangerous living situations, lack of basic needs like sanitation and garbage treatment.

This problems can really harm the education of this kids, so based on that, the Água de Beber was idealized viewing the rescued of this kids citizenship, with the main purpose of expanding to other locations that have the same needs.

Capoeira today has conquered the recognition of historians, teachers, and a lot of other professions. You can find capoeira in almost all the gyms, community centers, pre-schools, public and private schools and universities throughout the whole country and also spread out through a lot of other countries now.

Capoeira encompasses a number of complex movements that can create great experiences to the students, like the development of new abilities, equilibrium and coordination. Is an excellent display of the Brazilian culture and is of great assistance in building the intelligence and positive behavior on these kids. Capoeira can also offer a great contribution in the psychomotor development and the socialization of the individual.

With based on this concepts, the Água de Beber Project utilizes capoeira as an incentive for this kids education and their integration in the society. Also creating, plays, musicals, and shows that contain capoeira, maculelê, afro dance, percussion, and other displays of the Afro Brazilian culture. We are working today with very simple resources without the help of any major entity.

The gathering of efforts and the sensibility with these social problems, especially regarding the minors in poverty situations, are essential to the growth and maintenance of the project here presented.

We understand that CAPOEIRA can help rescue this kids and paint a future with brighter colors for them, so we are requesting your support so we can continue with the Água de Beber Project propitiating its expansion to enclose a larger numbers of supported children and to implant a team of coordination for better accompaniment of the children, formed by a general coordinator, one pedagogue, psychologist and four instructors.

De laatste jaren is uit wetenschappelijk onderzoek meer bekend geworden over de essentiële bestanddelen van een goede voeding en het belang van regelmatig bewegen voor de gezondheid.

Ook is duidelijk geworden dat adviezen voor voeding en bewegen verschillen voor personen met en zonder overgewicht.

Op 18 december 2006 presenteerde de Gezondheidsraad het advies Richtlijnen goede voeding 2006. Het advies toetst de eerdere richtlijnen aan de huidige stand van wetenschap.

In a country flooded with narcotics traffickers and corrupt government officials, one of Afghanistan’s few remaining ‘clean’ governors, Mohammed Daud, has been removed from his position, and many are blaming the drug mafia and the CIA for his abrupt dismissal.

Daud was appointed at the request of the British government in order to oversee Helmand province, the country’s largest opium producing region. The former governor of Helmand, Sher Muhammad Akhundzada, whom Daud replaced earlier this year, has been widely implicated in the drug trade. (*)

Contrary to Akhundzada, “British officials regarded Mr Daud as the cleanest governor in Afghanistan and hoped that his extensive experience in development would help to win over Helmand’s population,” The Times reported.

Last month, however, the British government expressed frustration with the effort, pointing to the fact that Afghan President Hamid Karzai continued to meet with the former governor, Akhundzada. Adding further strain on the situation, Karzai appointed Akhundzada as a senator and made his brother, Amir Muhammad Akhundzada, Daud's deputy.

"The president is undermining his own governor," one British official told The Times. "It doesn’t help what we’re trying to do."

It would appear U.S. officials, particularly from the Central Intelligence Agency, were influencing Karzai’s actions, undercutting the efforts of their British counterparts. Moreover, as The Independent reported, “British sources have blamed pressure from the CIA for President Hamid Karzai's decision to dismiss Mohammed Daud as governor".

“The Americans knew Daud was a main British ally,” one official explained to The Independent, “yet they deliberately undermined him and told Karzai to sack him.”

The U.S. apparently favors the brother of Daud's predecessor and purported drug lord, Akhundzada...

Mensenhandelbeleid in België. Status questionis, evaluatie en toekomstopties

Naar aanleiding van de nieuwe mensenhandelwet (10/08/2005) en de grote aandacht voor de mensenhandelproblematiek vroeg de Stichting het ‘Institute for International Research on Criminal Policy’ (Universiteit Gent) een evaluatie te maken van het Belgische mensenhandelbeleid. Vraag is of België zijn voorbeeldfunctie in de internationale context weet te behouden.

Deze studie werd uitgevoerd door Professor Gert Vermeulen van het ‘Institute for International Research on Criminal Policy’ (IRCP) van de Universiteit Gent.

Uit conclusies en aanbevelingen :

Preventie van mensenhandel binnen de prostitutiesector (p. 83)

Het ontwikkelen van een bonaide prostitutiemarkt kan een positieve bijdrage leveren in de strijd tegen mensenhandel door enerzijds de kwetsbaarheid voor uitbuiting te verminderen via een verbetering van de positie (statuut) van de prostitue(e) en anderzijds door de echte gevallen van uitbuiting en mensenhandel beter in beeld te brengen.

De legalisering van niet-problematische (exploitatie van) prostitutie zou beide doelstellingen kunnen verwezenlijken maar is gelet op het huidige politieke klimaat weinig realistisch. De optie van zelfregulering via kwaliteitslabels biedt een waardevol alternatief indien dit gepaard gaat met een gedoogbeleid ten aanzien van de ‘gereguleerde’ prostitutiesector.

Er dient in de eerste plaats overwogen te worden om het VN-mensenhandelverdrag van 1950 aan te passen of eventueel op te zeggen om zo de weg vrij te maken voor een decriminalisering van niet-uitbuitende en niet-dwingende tewerkstelling en organisatie van volwassenenprostitutie.

About the Case

On January 3, 2006, 18-year-old Nazanin Mahabad Fatehi was sentenced to death for murder by court in Iran after she stabbed one of three men who attempted to rape her and her 16-year-old niece in a park in Karaj (a suburb of Tehran) in March 2005. She was seventeen at the time. Iran is signatory to international treaties which forbid them to execute any one under the age of 18; however they continue to do so.

The injustice of this case propelled Nazanin Afshin-Jam to take immediate action and start a petition to help save the life of her namesake. The petition now has over 200 000 signatures from around the world.

Since initiating the Save Nazanin Campaign with Mina Ahadi- the Head of the International Committee Against Execution and Stoning- and through the help of other human rights groups and individuals, they have been able to engage the UN, Canadian Parliament, the EU, Amnesty International and others to pressure the Iranian Officials to spare the life of this child.

On June 1st 2006, the Head of Judiciary Ayatollah Shahroudi announced a stay of execution and the call for a complete new retrial. Nazanin Fatehi’s retrial will take place January 10th, 2007 (20th of Dey 1385 in the Iranian calendar).

In this new trial the Islamic Republic Court will either:

a) spare the life of Nazanin and release her from prison or
b) announce a prison sentence of x number of years or
c) re-condemn Nazanin for execution or
d) ask Nazanin to negotiate "Dieh" (Blood Money) with the family of the alleged rapist and have her released subject to her paying that amount.

In the meantime the Nazanin Fatehi Trust fund has been set up to help cover her legal fees and campaign costs. See Donations page.

The fate of Nazanin Fatehi is still up in the air, please continue to spread the word about her case and the plight of other women in similar circumstances such as Delareh Darabi, Kobra Rahmanpour, Ashraf Kalhori, Fatemeh Haghighat-Pajouh and Malak Ghorbani and continue to pressure the Iranian Government to free these women.

From her prison cell, Nazanin Fatehi wanted to thank everyone that has been working so tirelessly on her behalf and everyone who has signed the petition.

Groen! wil onderzoek over functioneren VDAB

Vandaag debatteert het Vlaams parlement over de Vlaamse begroting 2007. De Vlaamse overheid investeert in 2007, 400,964 miljoen Euro in de Vlaamse dienst voor arbeidsbemiddeling(VDAB).

Kernopdracht van deze Vlaamse openbare instelling is de werkzoekende toe te leiden naar de arbeidsmarkt en er voor te zorgen dat vraag en aanbod op deze arbeidsmarkt beter op elkaar zijn afgesteld.

De laatste dagen wordt steeds duidelijker dat de VDAB in deze opdracht faalt!

Werkgevers klagen herhaaldelijk dat vacatures niet ingevuld geraken. Vorige week nog bleek dat traiteurs, bakkers, beenhouwers die het met de eindejaarsfeesten extra druk hebben, geen personeel vinden. De VDAB slaagt er niet in om werkzoekenden te oriënteren naar deze jobs. Ook knelpuntenberoepen geraken niet ingevuld.

Gisteren werd bekend dat diezelfde VDAB steeds meer mensen als werkonwillig doorgeeft aan de RVA, de instelling die de werkloosheidsvergoedingen uitbetaalt.

De RVA schorste dit jaar een record aantal van 20.000 zogenaamde werkonwilligen.

De groep van werklozen die voor meer dan een jaar haar uitkering verliest, wordt niet alleen groter ook de periode van schorsing wordt langer. Al één geschorste werkloze op de acht moet het langer dan twaalf maanden rooien zonder tijdelijk inkomen.

De RVA weet niet hoe de geschorste werkloze zijn inkomen vergaart. Van ongeveer 30 procent wordt in geen enkel bestand van de sociale zekerheid een spoor teruggevonden. Een heel deel valt vermoedelijk terug op het inkomen van de partner, sommigen kloppen aan bij het OCMW, anderen werken in het zwart.

Allicht zijn een aantal van deze geschorste werkzoekenden terug te vinden in de armoedestatistieken. Welzijnszorg wijst er in haar adventskampanje op dat de armoede in Vlaanderen toeneemt en dat het aantal mensen die enkel nog beroep kunnen doen op voedselpakketten ondertussen is opgelopen tot 106.550 mensen.

De VDAB illustreert hierbij het failliet van de actieve welvaartsstaat. Iedereen betrekken bij de samenleving en hen een volwaardige rol toebedelen heette het in de geschriften van Frank Vandenbroucke, één van de architecten van de actieve welvaartsstaat. Frank Vandenbroucke is vandaag minister van werk in de Vlaamse regering en verantwoordelijk voor de werking van de VDAB.

Die VDAB slaagt er niet in om vraag en aanbod beter op elkaar af te stemmen en voert een politiek van uitsluiting in plaats van mensen te betrekken bij de samenleving. Dit wanbeleid opent bovendien opnieuw de discussie van de klusjes in ruil voor een uitkering. Wat VLD kamerlid Rik Daems al gisteren zei, wordt nu overgenomen in het vierde burgermanifest van Guy Verhofstadt; langdurig werklozen behouden hun uitkering alleen als ze in ruil daarvoor klusjes doen, zoals buurten proper houden of helpen bij ouderen of kinderen opvangen

Donderdag keurt de meerderheid het krediet van 400,964 miljoen euro goed voor de VDAB. Deze instelling faalt in haar kernopdracht.

Groen stelt dan ook voor dat de meerderheid in het Vlaams parlement de goedkeuring van deze begroting afhankelijk maakt van een onderzoek ten gronde naar de werking van de VDAB. Groen! zal hiertoe een voorstel indienen om hoorzittingen te organiseren en een themadebat voor te bereiden. Voor 400,964 miljoen heeft het parlement recht op duidelijkheid.

Brussel weet geen raad met daklozen

(Belga) De opvang- en begeleidingscentra voor thuislozen in Brussel trekken aan de alarmbel. Het aantal daklozen dat opvang wenst in Brussel stijgt onmiskenbaar. Tijdens de winter beschikt het Brusselse gewest weliswaar over 350 extra bedden - naast de 1.078 bedden in de reguliere daklozenopvang - maar een structurele oplossing is dat niet, klagen welzijnswerkers.



"Meer noodopvang klinkt sympathiek voor de publieke opinie, maar het blijft zeer symptomatisch", zegt Edwin Vanhollebeke van het CAW (centrum algemeen welzijnswerk) Archipel dinsdag in De Standaard, Het Nieuwsblad en Het Volk. "We moeten ons hoeden voor het gevaar dat noodhulp een gewoonte wordt. Uiteindelijk vragen we een sterk beleid dat de thuisloosheid echt aanpakt." Het ontbreken van betaalbare woningen staat een goed beleid vandaag in de weg. (svr)

In the past two weeks, with minimal publicity, Mirage F1 jets have attacked and scattered a rebellion in north-eastern Central African Republic (CAR).

Werkloosheid bestrijden vraagt meer dan schorsingen

Groen! vreest armoederisico voor een deel van de geschorsten.

Vandaag raakte bekend dat de RVA dit jaar al ruim 11% meer werklozen zou hebben geschorst tegenover vorig jaar. Bovendien duren schorsingen steeds langer. Slechts 10% van de geschorsten zou werk hebben gevonden na hun schorsing, ruim de helft blijft werkloos zonder uitkering. Van bijna één geschorste op drie weet men niet waar ze terechtkomen. Een deel van hen moet aankloppen bij het OCMW.

Laat er geen twijfel over zijn: een evenwichtige activering kan werklozen helpen om terug aansluiting te vinden bij de arbeidsmarkt. Verder heeft ieder systeem van sociale uitkeringen nood aan controle, dus ook aan sancties. Toch roepen de stijgende schorsingscijfers vragen op bij het huidige werkgelegenheidsbeleid.

1. Het ‘verdwijnen’ van geschorste werklozen is voor Groen! onaanvaardbaar. Dat men van bijna 1 op 3 geschorsten het spoor verliest, is verontrustend. Hier zitten mensen die zich volledig terugtrekken van de officiële arbeidsmarkt. maar ook mensen die moeten aankloppen bij het OCMW. Bovendien weigeren sommige OCMW’s geschorste werklozen. Voor Groen! is het onaanvaardbaar dat het hoger aantal schorsingen en de langere schorsingsduur geschorsten in armoede zouden brengen. Opvolging van deze groep is nodig. Er komen immers te veel signalen van stijgende armoede van OCMW’s, voedselbanken, mensen met kredietachterstand, …

2. Schorsingen scheppen nog geen werk. Wie geen werk zoekt, krijgt geen uitkering. Toch blijken schorsingen geen instrument om geschorste werklozen aan het werk te krijgen. Dat slechts één op tien van de geschorsten werk blijkt te vinden na de schorsing en ruim de helft werkloos blijft zonder uitkering, zegt ook iets over het structureel tekort aan jobs.

3. Begeleiding gebeurt nog vaak te laat. Tot vandaag werkt de ‘sluitende aanpak’, waarbij werklozen tijdig een aanbod en begeleiding krijgen, nog altijd onvoldoende. Bij de curatieve aanpak worden werklozen in het kader van activering pas systematisch oproepen na 21 maanden (of na 15 maanden voor jongeren). Wie wil vermijden dat mensen vervreemden van de arbeidsmarkt, moet sneller een aanbod van opleiding of werk doen, ook in de curatieve aanpak. Groen! wil dat de Vlaamse regering hier de inspanningen verder opdrijft.

Op de vier jaar van deze federale regeerperiode (2003-2006) schorste de RVA reeds meer dan 115.000 werklozen (zo’n 70.000 werklozen ‘wegens omstandigheden afhankelijk van hun wil’, 25.000 administratieve sancties en bijna 20.000 schorsingen wegens langdurige werkloosheid). Het lijkt vandaag dan ook meer dan ooit nodig om te bewaken dat activering niet omslaat van positieve ondersteuning in negatieve uitsluitingsmechanismen.

Klimaatvoorstellen Verhofstadt ruim onvoldoende

Verhogen weerbaarheid ja, afbouw sociale bescherming nee!

Verhofstadt wil werklozen en jonge allochtonen weerbaarder maken. “In zijn logica betekent dit dat deze mensen op zich zelf worden teruggeworpen en dat bestaande sociale bescherming wordt afgebouwd”, reageert Vlaams fractieleider van Groen! Mieke Vogels. Vandaar zijn voorstel om over te stappen van passieve sociale uitkeringen naar uitkeringen die mensen activeren, versta werkloosheidsuitkeringen die beperkt worden in de tijd.

Langdurige werklozen zouden gedwongen worden om in gemeenschapsdienst te treden (in buurten, kinderopvang, scholen). Op dezelfde wijze zouden jonge (allochtone) delinquenten werkstraffen krijgen in gehandicapteninstellingen en hospitalen. “Waardoor men veel welzijnsinstellingen dreigt te stigmatiseren als een soort van strafkampen”, aldus Mieke Vogels.

Allochtonen die gediscrimineerd worden op de arbeidsmarkt, moeten in dit model zelf hun verantwoordelijkheid opnemen en zeker niet rekenen op quota of diversiteitsplannen. Ook in de derde wereld moet men meer zelf zijn boontjes leren doppen. Migratie naar rijke landen kan niet uit solidariteit met de arme landen in het Zuiden, het kan enkel als dit de rijke landen in het Noorden goed uitkomt: alleen gekwalificeerde mensen zijn welkom (het Canadees model).

Groen! is vragende partij om mee te denken over soepele loopbanen en nieuwe garanties voor het opbouwen van sociale zekerheidsrechten voor wie tijdskrediet opneemt. “Maar we zijn het niet eens met het uitgangspunt dat iedereen in elk geval veel langer zal moeten werken. Want dan kan het goedbedoelde idee van een loopbaanrekening leiden tot een verzwaring van de werkdruk voor velen, en dat op maat van de werkgever” aldus nog Mieke Vogels.

Meer groei leidt tot meer opwarming

Verhofstadt tekent voor een horizontale economie waarin veel beschotten wegvallen. Maar zijn model is duidelijk wel een economie van een onbeperkte groei van productie, logistiek, industriële landbouw. En van de consumptie. Verhofstadt wijst uitdrukkelijk elke kritiek op de consumptiemaatschappij af.
“Op die manier kan je niet op een geloofwaardige wijze ingaan tegen de klimaatsverandering. Als we altijd maar meer produceren en consumeren, zullen we –ook als we per éénheid van product iets minder CO2 uitstoten– in totaal toch altijd meer blijven vervuilen”, vindt Groen!-voorzitter Vera Dua.

“Ik ben wel blij verrast dat de premier opnieuw kiest voor een CO2-heffing. Nu onder de vorm van het veilen van CO2-emissierechten” stelt Vera Dua. “Maar echt consequent is hij niet, want hij wil meteen de grote energieverbruikers zoals de petrochemie vrijstellen. Wat betekent dat de lasten worden afgewenteld op kleinere bedrijven en de gezinnen”.

Groen! is het er ook niet mee eens dat de opbrengst zou gaan naar een verlaging van de vennootschapsbelasting en niet naar de verlaging van de belasting op arbeid. Groen! heeft altijd een groene fiscale hervorming verdedigd die zowel goed is voor het milieu als voor de werkgelegenheid. “Of een verlaging van de vennootschapsbelasting tot extra jobs leidt, is absoluut niet zeker” vindt Vera Dua.

Groen! is al lang voorstander van een ecologische modulering van de belasting op auto’s. In plaats van het vermogen van de wagen als basis van de verkeersbelastingen te nemen, kan men beter de vervuiling, de uitstoot van de wagen nemen. Dat is meer dan enkel de CO2-uitstoot. Want wagens die minder CO2-uitstoten, braken wel veel fijn stof uit. Men kan best de totale milieuscore van wagens als uitgangspunt nemen en bijkomende stimuli voorzien voor auto’s die vooruitlopen op de milieunormen.

Groen! heeft wel een probleem met een CO2-belasting voor particuliere woningen. Groen! vindt zeker dat het kadastraal inkomen als basis voor de onroerende voorheffing aan herziening toe is en dat ook nieuwe criteria kunnen ingebracht worden (bv. om wonen in steden te stimuleren). Maar daarnaast wil Groen! vooral inzetten op energieprestatienormen voor nieuwe en voor bestaande woningen. “Via Kyoto-premies willen we alle mensen (te beginnen met de sociaal zwaksten) in staat stellen om hun huizen te renoveren en zo hun energiefactuur te drukken”, zegt Vera Dua.

Verhofstadt pro kernenergie

“Het is bijzonder jammer dat premier Verhofstadt in zijn nieuw burgermanifest zonder omwegen opnieuw kiest voor kernenergie,” zegt Vera Dua. “Dit deel van zijn verhaal is zeker niet progressief. Hij pleit voor een modernisering van bestaande kerncentrales, voor de vierde generatie van kernreactoren en voor kernfusie”. Alle geld nodig voor de echte alternatieven (hernieuwbare energie, duurzame biobrandstoffen) gaat zo opnieuw naar investeringen in een verouderde technologie. “De premier is dan toch bezweken voor de druk van Electrabel en Suez”, besluit Vera Dua.

'Een Roemeense vrouw die in België drie, vier jaar op asiel zat te wachten, had tegelijk ook een migratieaanvraag in Canada lopen. In België zou ze zijn afgewezen. In Canada kreeg ze de kans om te studeren en een universitair diploma te halen. Canadezen kijken altijd wat zo iemand hen de volgende vijftig, zestig jaar kan bieden. Wij denken: hoe krijgen we die asielzoeker zo snel mogelijk weer over de grens? Dat is het verschil.'

Piet Piryns en Hubert Van Humbeeck van Knack interviewen deze week Jozef De Witte van het Centrum voor Gelijkheid van Kansen en Racismebestrijding, die pleit voor een open debat over de toekomst van migratie in ons land.

Volgens stafmedewerker Koen Dewulf (CGKR) zijn er naast de zowat 650.000 migranten die intussen Belg zijn geworden nog eens 870.000 vreemdelingen in het land. 'Driekwart daarvan zijn burgers uit de Europese Unie. Het gaat ook doorgaans om hooggeschoolde mensen. De migrant draagt een aktetas. Het is dus juist dat er veel vreemdelingen in België zijn - maar dat zijn wel in de eerste plaats Nederlanders, Fransen, Spanjaarden. Marokkanen en Turken komen qua aantal een eind achterop. alleen vallen ze in het straatbeeld wel het meest op.'

Over regularisering: 'Er wordt gezegd dat een regularisering een aanzuigeffect heeft op mensen zonder papieren in andere landen. Het echte aanzuigeffect is dat mensen die geregulariseerd worden behoorlijker werk kunnen krijgen of recht hebben op een uitkering. De banen van vijf of zes euro per uur, die ze in het zwarte circuit hadden, zijn voor hen op dat moment niet meer interessant. een regularisering moet daarom gepaard gaan met strijd tegen zwartwerk en uitbuiting. Want de plaats wordt altijd snel weer ingenomen door andere sukkelaars.'

Over een migratiestop: 'Wie voor een echte migratiestop pleit, geeft ook blijk van weinig historisch besef. Migratie heeft altijd bestaan en zal altijd bestaan. Internationale instellingen en internationale bedrijven die hier gevestigd zijn of hier investeren, brengen mee dat er zich vreemdelingen - dat wil zeggen: mensen die de Belgische nationaliteit niet hebben- in ons land vestigen. Ik veronderstel dat we daar niet van af willen. Het is ook waanzin om in de geglobaliseerde wereld te doen alsof je op een eiland zit.'

Het grootste deel van de buitenlandse bevolking in België is dus Europeaan. Een op de vijf vreemdelingen (21%) heeft de Italiaanse nationaliteit. 13% komt uit Frankrijk en 12% uit Nederland. Marokkanen zijn goed voor 9%, dan volgen Spanje en Turkije met telkens 5%. Duitsland (4%), Portugal (3%), het VK (3%), Congo (2%), Griekenland (2%) en Polen (2%) zijn de andere meest vertegenwoordigde nationaliteiten in ons land. De overige 19% vreemdelingen behoren tot verschillende nationaliteiten, die niet meer dan 1% vertegenwoordigen in de totale mix.

Aangevoerd door opperhoofd ‘pinhelm’ – het koosnaampje wordt binnen en buiten de wandelgangen van de Lijn gebruikt en is naar verluidt veel betekenend - controleerden Lijninspecteurs, politie en DVZ-ers de passagiers. De DVZ-ers bevinden zich tegen alle afspraken in, gemaakt met voogdijminister van de Lijn Van Brempt na de vorige razzia's op de Lijn, op het perron. Gaan m.a.w. hun boekje te buiten. Komt er een disciplinair staartje aan ? We betwijfelen het. De slachtoffers. Mensen zonder papieren. Rechtelozen. Vogels voor de kat. Voor mensen die hun functie, belangrijke en nodige functie op de Lijn, gebruiken voor hun eigen agenda, het voeren van een actief opsporingsbeleid.

Een deel van de mensen zonder papieren werd na enkele, 4 – 6 – 8, uren terug vrij gelaten. Onnodig opgepakt, sommigen al lang niet meer voor de eerste keer, want niet repatrieerbaar. Toch vast houden. Ambetant doen. Nog es efkens laten voelen : wat ons hier betreft, one way ticket. De anderen zitten ondertussen in Merksplas in afwachting van hun repatriëring.

Eén van de mensen die opgepakt werd en nu in Merksplas op zijn repatriëring zit te wachten is Alpha. Diallo Alpha Amadou. Hij was woordvoerder van UDEP-Antwerpen en het Antwaarps Asiel én één van de drijvende krachten achter deze bewegingen. Alpha spreekt vloeiend Nederlands, volgde een cursus stratenmaker bij de VDAB en werkte ook als stratenmaker tot hij illegaal werd verklaard. Bij zijn vroegere werkgever zou hij onmiddellijk terug aan de slag kunnen indien hij over geldige verblijfsdocumenten zou beschikken. Sinds 16 oktober 2006 is hij vader. Moeder en kind verblijven hier op legale wijze. Bij deze een oproep om binnenlandminister Dewael een schrijven te sturen met de vraag om Alpha vrij te laten en te regulariseren. Een aantal gegevens m.b.t. Alpha en zijn situatie vindt U in bijlage evenals het adres waaraan U uw schrijven kan richten.

Het valt te verwachten dat de komende 6 jaar de actieve opsporing, hoewel men het niet zo benoemt, opgevoerd zal worden. In het bestuursakkoord staat immers te lezen dat vanaf nu bij IEDERE administratieve controle gaande van auto's tot huis aan huiscontroles, tot krot-op acties, tot rattenbestrijding, tot fietslichtcontole, tot sluikstortbestrijding, tot elke mogelijke vorm van overlastbestrijding, tot, tot, tot … DVZ ingeschakeld kan worden in geval betrokkene niet over geldige verblijfspapieren beschikt. Elke administratieve controle- kan m.a.w. ingepast worden en gebruikt worden in het kader van actieve opsporing. En dan komen we terug bij het begin van dit verhaal. Veel diensten, veel ambtenaren in deze stad leveren fijn werk af ten dienste van de bevolking. Maar in elke dienst vind je wel ergens figuren a la 'pinhelm'. Figuren die hun bevoegdheid oneigenlijk gebruiken door systematisch DVZ in te schakelen en aan actieve opspring te doen. Met dit bestuursakkoord krijgen de 'pinhelmen' van deze stad carte blanche. Fijn samenleven wordt dat hier in Antwerpen, in Antwerpen Noord in het bijzonder de komende 6 jaar.

Het signaal dat de Burgemeester gaf tijdens het laatste wijkoverleg was ook al weinig hoopgevend in het kader van het bevorderen van het samenleven op het Noord. Kopen was zijn boodschap. Huizen kopen. Dit op het moment dat de betaalbaarheidindex - een weging van de waarde van een huis, de rentevoet en de lonen - van woningen gevoelig daalt, een trend die zich volgens analisten de volgende jaren zal verder zetten. Een woning kopen wordt m.a.w. een stuk duurder. Even in cijfers ? Een eengezinswoning kost al gauw 150,000 euro. Daar mag je, zonder zot te doen zoals dat heet, nog eens 50,000 euro bovenop leggen gezien de verouderde staat van het woningenbestand op 't Noord. Een slordige 200.000 euro afbetalen is niet weg gelegd voor de lage inkomenscategorieën. De critici van het 'moderne' stadsontwikkelingsbeleid die stellen dat die gepaard gaat met georganiseerde sociale verdringing, zien met lede ogen hun gelijk bevestigd. De enkele gemeenteraadsleden die voor wijk- en stadsontwikkeling kiezen met zijn huidige bewoners, op maat van de huidige bewoners, op de draagkracht van de huidige bewoners, zullen nog veel weerwerk moeten leveren. Onze steun hebben ze alvast.

En dan UDEP en het Antwaarps Asiel. Veel soelaas hebben de verkiezingen en het bestuursakkoord niet gebracht voor de - Antwerpse - mensen zonder papieren. Het tegendeel lijkt eerder waar. Ook al zit hun woordvoerder dan nu in een gesloten instelling, zij trekken terug de straat op. Op de gekende serene maar wel daadkrachtige manier, ondertussen het handelsmerk van de Antwerpse mensen zonder papieren. donderdag 28 december, fakkeltocht, 18,00 u. Centraal Station. Man met spraakprobleem als illegaal aanzien

De Antwerpse politie heeft een man, die zich door een ziekte niet degelijk kan uitdrukken, een nacht opgesloten in een cel in het politiekantoor en ‘s anderendaags overgebracht naar het gesloten asielcentrum in Steenokkerzeel. Daar is zijn familie hem gaan ophalen.

Freddy Haegeman (56) lijdt aan afasie, een taalstoornis waardoor hij niet kan uitdrukken wat hij wil.
Hij reed vorige week woensdag weg met de fiets van zijn vrouw, werd het laatst gezien in café De Neus in Stabroek en verdween. Hij werd als vermist opgegeven. Wat daarna volgde is hallucinant.

Aanvankelijk werd gemeld dat de politie Freddy Haegeman fietsend op de Antwerpse Ring had aangetroffen. “Bij nader inzien bleek dat de politie hem aan de Straatsburgbrug had tegengehouden”, zegt een woordvoerster van de Antwerpse politie. “De man had geen documenten bij zich en sprak geen Nederlands, hij zei alleen maar ‘ja’.”

Vreemdelingenzaken

Omdat ze dachten met een Rus zonder papieren te maken te hebben, namen de agenten contact op met de dienst Vreemdelingenzaken in Brussel. “Die heeft dan het bevel gegeven hem een nacht in de cel onder te brengen om hem ‘s anderendaags naar het gesloten asielcentrum van Steenokkerzeel te brengen. Zo gebeurde het ook.”

De politiemannen die met Freddy Haegeman bezig waren, wisten volgens de woordvoerster op dat moment niet dat die ondertussen als vermist geseind stond.

De familie Haegeman tilt bijzonder zwaar aan de hele zaak. “De speurders van de lokale recherche van Kapellen hebben ons wel degelijk bijgestaan”, zegt de echtgenote van Freddy Haegeman.
“Zij hebben van uit Steenokkerzeel een seintje gekregen dat mijn man allicht daar was. Wij zijn hem daar ook gaan halen”.

Vijf Aandachtsoefeningen

De Vijf Aandachtsoefeningen zijn de basis leefregels die in het boeddhisme voor leken gelden als richtlijn voor het dagelijks leven. Deze richtlijnen (pali: 'sila') zijn door Thich Nhat Hanh op een nieuwe manier verwoord, aangepast aan deze tijd. In zijn boek 'For a Future to be Possible' gaat hij op elk van deze regels dieper in. Hij legt er de nadruk op dat de richtlijnen de functie hebben ons te beschermen, niet om onze vrijheid in te perken. Ook stelt hij dat de regels nooit meer dan een richtlijn kunnen zijn - zoals we bijvoorbeeld de poolster kunnen gebruiken om koers te houden, zonder de verwachting te hebben daar ooit aan te komen. De verwoording van de Engelse (en dus ook de Nederlandse) versie van de vijf richtlijnen is de afgelopen jaren steeds in beweging geweest. De meest recente verandering betreft de vertaling van het woord 'sila', gewoonlijk weergegeven als 'leefregels' of 'richtlijnen' ('precepts').

Volgens Thich Nhat Hanh ligt de vertaling van sila als 'aandachtsoefeningen' ('mindfulness-trainings') dichter bij de oorspronkelijke betekenis. Tijdens een lezing over 'Right Mindfulness' (september '96) zei hij ondermeer het volgende over de Vijf Aandachtsoefeningen: 'Waar aandacht is is concentratie. Als we heel aandachtig zijn, zijn we tegelijk ook heel geconcentreerd. Als je je een tijdlang op iets concentreert zal het onderwerp van je concentratie zich aan je openbaren en wordt inzicht geboren. Aandacht leidt dus tot concentratie en concentratie leidt tot inzicht.
In de eerste lezingen die de Boeddha gaf sprak hij over "aandacht, concentratie en inzicht". Aan het eind van zijn leven sprak hij over "richtlijnen, concentratie, inzicht". Het volgen van de richtlijnen is precies wat het leven in aandacht inhoudt; hierin komt het leven in aandacht concreet tot uitdrukking. Je kunt niet "ja" zeggen tegen de meditatie en "nee" tegen de richtlijnen, want de richtlijnen zijn de meditatie.'

Hier volgen de Vijf Aandachtsoefeningen, zoals geformuleerd door Thich Nhat Hanh:

De eerste oefening

Bewust van het lijden veroorzaakt door de vernietiging van het leven, beloof ik van ganser harte om mededogen te beoefenen en het leven van mensen, dieren, planten en mineralen te leren beschermen. Ik heb het oprechte voornemen om niet te doden, niet toe te laten dat anderen doden en geen enkele daad van geweld, in de wereld, in mijn gedachten of in mijn manier van leven, goed te praten.

De tweede oefening

Bewust van het lijden veroorzaakt door uitbuiting, sociaal onrecht, diefstal en onderdrukking, beloof ik van ganser harte om te leren zorgzaam te zijn en me in te zetten voor het welzijn van mensen, dieren, planten en mineralen. Ik beloof van ganser harte me te oefenen in vrijgevigheid door mijn tijd, energie en materiële middelen te delen met allen die dat nodig hebben. Ik heb het oprechte voornemen niet te stelen en me niets toe te eigenen dat van een ander is. Ik zal het eigendom van anderen respecteren, maar trachten te voorkomen dat anderen zich bevoordelen ten koste van mensen of andere levende wezens.

De derde oefening

Bewust van het lijden veroorzaakt door onverantwoord seksueel gedrag, beloof ik van ganser harte om verantwoordelijkheidsgevoel te ontwikkelen en de veiligheid en integriteit te respecteren van individuen, paren, gezinnen en van de gemeenschap als geheel. Ik heb het oprechte voornemen om geen seksuele relatie aan te gaan zonder dat er sprake is van liefde en een duurzame verbintenis. Ik beloof mijn eigen relatie en die van anderen te respecteren, terwille van mijn eigen geluk en dat van anderen. Ik zal alles doen wat in mijn vermogen ligt om kinderen te beschermen tegen seksueel misbruik en om te voorkomen dat paren en gezinnen uiteenvallen door onverantwoord seksueel gedrag.

De vierde oefening

Bewust van het lijden veroorzaakt door onzorgvuldig spreken en het onvermogen om naar anderen te luisteren, beloof ik van ganser harte om te leren liefdevol te spreken en aandachtig te luisteren, om zo anderen blij en gelukkig te maken en hun lijden te verlichten. Wetend dat woorden geluk of leed kunnen veroorzaken, heb ik het oprechte voornemen om de waarheid te spreken en woorden te kiezen die bijdragen tot zelfvertrouwen, vreugde en hoop. Ik wil geen geruchten verspreiden en geen zaken bekritiseren of veroordelen waar ik niet zeker van ben. Ik zal niets zeggen dat kan leiden tot verdeeldheid of onenigheid of tot het uiteenvallen van gezinnen of van de gemeenschap. Ik zal mijn uiterste best doen om elk conflict -hoe klein ook - te helpen oplossen en verzoening tot stand te brengen.

De vijfde oefening

Bewust van het lijden veroorzaakt door onzorgvuldig consumeren, beloof ik van ganser harte zorg te dragen voor een goede geestelijke en lichamelijke gezondheid van mijzelf, mijn familie en de gemeenschap, door zorgvuldig te zijn met wat ik eet en drink en met wat ik verder tot mij neem. Ik neem me voor alleen die dingen te consumeren die vrede, welzijn en blijdschap bevorderen in mijn eigen lichaam en bewustzijn en in het collectieve lichaam en bewustzijn van mijn familie en de maatschappij. Ik heb het oprechte voornemen om geen alcohol of enig ander bedwelmend middel te gebruiken en me te onthouden van het vergif in sommige voedingsmiddelen, televisieprogramma's, tijdschriften, boeken, films en gesprekken. Ik ben me bewust dat wanneer ik mijn lichaam of geest hiermee vergiftig, ik ontrouw ben aan mijn voorouders, ouders, de gemeenschap en de komende generaties. Ik zal mij inzetten om geweld, angst, boosheid en verwarring, in mijzelf en in de samenleving, te transformeren door een bewuste leefwijze. Ik ben me ervan bewust dat een dergelijk 'dieet' van het allergrootste belang is voor mijn eigen transformatie en voor de transformatie van de maatschappij.
